    On the UO U.Hall forum, Binky (Online Community Manager, All Things Ultima) made the following announcement regarding UXO:

    Today, the decision was made to discontinue the production of Ultima X: Odyssey. This was done in order focus resources and talent on Ultima Online, the upcoming expansion, and an unannounced Ultima Online project.

    “With Ultima Online thriving, and with plans for its future taking shape, we made the decision to focus all our resources on that game world,” said Anthony Castoro, producer of Ultima Online. “We look forward to making more exciting announcements about Ultima Online very soon.”

    Publish 25, as with most game publishes, contains a number of game updates and bug fixes. This article contains a summary of the upcoming game improvements that will come about with Publish 25.

    General Summary:
    Bug fixes
    PvP balance changes
    Archery fixes

    Contents:
    House demolition, and character transfer will now be disabled while the housing and character transfer server is down
    Faster casting cap of 2 (if not using the protection spell)
    Faster casting cap of 0 (if using the protection spell)
    Paladin spells are subject to a faster casting cap of 4
    Paladins with magery of 70.0 or above are subject to a faster casting cap of 2
    PvP spell damage increase cap of 15% from an item’s magic property – spell damage increase is also derived from intelligence and inscription
    Added caps for: Lower Mana Cost = 40%,
    Hit Chance Increase = 45%, Defense
    Chance Increase = 45%, Damage Increase = 100%, Swing Speed Increase = 1/second for all weapons.
    Maximum swing rate capped at one swing per second
    Added runic crafting tools to test center bank boxes
    Added all artifacts to test center bank boxes
    Added ethereal mounts to test center bank boxes
    Added a kills/deaths tracking and leader board on test centers
    Painstrike takes 1/2 second less to cast, 2 points higher minimum and maximum damage
    Cleanse by fire is now difficulty based
    Damage required to interrupt bandaging reduced from 26 to 19 for PvP only
    Lesser and normal healing potions have smaller delays to use than greater healing potions
    Lowered cure spell chance of success
    Enhanced cure potions now correctly cure lower poisons
    Archcure doesn't cure aggressors or victims
    Archcure is now 1/4 second faster
    Infectious strike special move now uses poisoning skill to help determine potency
    Using a special move within 3 seconds of the previous special move costs double mana
    Parried special moves have no mana cost
    Dexterity below 80 reduces the chance to parry
    Reveal uses magery and detect hidden vs. hide and stealth
    Reveal always reveals vs. invisibility spell
    Tracking players uses tracking and detect hidden and random (1 to 20) vs. hiding and stealth
    Ghosts can no longer be tracked
    Necromancy forms affect tracking difficulty
    Archers can now move immediately after firing
    Archers must hold still for a minimum of 1/2 second before firing
    Fixed Dryad bow and added it to the Doom boss loot
    Fix for daemon, lich, vampire, and wraith form issues
    Fix for enemy of one issues
    Fix for divine fury issues (stat penalties, faction points, etc)
    Two handed weapons can now be disarmed
    Can no longer immediately rearm disarmed mage weapons
    Faction traps now decay after one day
    Swamp dragons no longer reduce PvP damage
    Spell casting creatures no longer try to cast old buffs (reactive armor, protection, magic reflection) resulting in more challenging monsters
    Fixed low level gain for weapon skills
    Sake is now called "sake" instead of "water" on Japanese shards
    Added jewelry slots in 2D client
    Added "object handles" in 2D client

    Misc. "behind the scenes" changes:
    Improved internal debugging tools
    More logging for "IGR time limit" error

    Solunite Elemental ^top
     
    Outside Dungeon Wrong, there are platforms for each
    known type of ore and this book:

    "Friends,

    I am working on creating a new type of ore elemental.
    In order to create this new elemental, I need a special
    elemental of each type. These special elementals are
    created from a stack of 60,000 units of ore.

    Once I have these 8 ore elementals, I will be able to
    create my new Solunite Elemental. I don't have much
    to offer now, but once I sell this creature, I will be rich.

    Herald's Report ^top
     
    The Council of HONOR meeting, rescheduled from June 9,
    was called to order at 12:30 p.m. Eastern time on June 13.
    Council members in attendance were Emperor Logan,
    Senator of War Steel DarKnight, Senator of Trades Rusty,
    Senator of Espionage Cyric Rallathil, and Head of State
    Kaatya. Pater Imperium Borg, Ancient Martok, and Ancient
    Balandar also attended the meeting. There being four voting
    members and the Emperor present, a quorum was declared.

    The first Resolution to be considered had been submitted by
    Emperor Logan.

    PROPOSED RESOLUTION:
    (Amendment to Codex, Article VI, Section 2, Paragraph ii)
    The voting privilege will be extended to the Praetorian Prefect
    only in instances where a quorum cannot be established due to
    the absence of a Senator or the Head of State.


    DISCUSSION:

    Senator Steel stated that the Praetorian are charged with the
    enforcement of guild standards and the Codex. Do we wish to
    push "politics" onto the role of the Praetorian; this would create
    a definite conflict of interest.

    Pater Borg remarked that the Senator of War, the Senator of
    Espionage, and Praetorian Prefect are advisors to the Emperor
    in the WAR Oversight Committee. If the Praetorian Prefect had
    the power to vote when the Council was considering a move to
    WAR, it could lead to claims of war mongering. The Praetorian
    are not politicians; they are the arm of policies that the Council
    and Emperor need enforced.

    Emperor Logan said that a few days ago, after reading a post
    on this Resolution by the good Senator DarKnight, he realized
    it was not applicable. The exact quote was "can't mix policing
    with politics".

    Kaatya commented that she felt the purpose of the Resolution
    had been an attempt to solve the problem the Council had had
    establishing a quorum in recent meetings; and suggested that
    the Council continue to look for solutions, possibly considering
    a reduction in the number of voting members from four to three.

    Senator Cyric asked if absentee voting could be considered.

    There being no further discussion, a vote was taken.
    The Resolution failed three votes to one.

    The second Resolution to be presented had been submitted by
    Head of State Kaatya.

    PROPOSED RESOLUTION:
    (amendment to Codex, Article VI, Section 2, Paragraph ii)
    The Emperor holds tie-breaking vote and has the power
    to veto any Resolution. Such veto can be over-ridden by
    a unanimous vote of the Council. Pater Imperium holds
    absolute veto power which cannot be over-ridden.


    Emperor Logan stated that since his early days as a Guardian,
    this policy had always been in place. By error of omission, it
    was not included in the most recent writing of the Codex. So,
    if this is the case, he sees no need for a Resolution.

    Kaatya advised that she submitted the Resolution because she
    could not find veto powers included in the Codex. She withdrew
    her Resolution based on the comments of the Emperor.

    Pater Borg announced that he and the Ancients would scrutinize
    the Codex to determine that nothing else was missing and would
    advise the Council of any corrections that were needed.

    There being no other Resolutions to be considered, the official
    Council meeting was adjourned. All those in attendance remained
    to discuss the application for guild membership recently submitted
    by a former Guardian.

    Royal Britannian Guard armor design ^top
     
    Cort Malic has requested help in developing armor for
    the Royal Britannian Guard. The details were found in
    a book in the Guard Offices:


    "The time has come for the Royal Guard to be properly dressed. I am calling upon the master craftsman of our lands to design a proper uniform. The uniform should contain at least a full suit of armor and the Royal Guard sash should be visible over the top. Extra cloths or caps are optional. All pieces should be handcrafted; no artifacts or special armor pieces should be included. The suit can contain gauntlets, however I will not wear them.

    Weapons and shields should not be part of the uniform. Other than that, the uniform design is up to the craftsmen.

    On the first day of the week, after the supper meal (Sunday 4:30 CST) the completed designs should be presented at the Castle. The designers should be wearing the completed design"



    That's tomorrow afternoon --- so any smiths or tailors
    interested in heeding this call had best get to work today!
