Paragon Creatures:
* There will roughly be a 5% chance that any creature in Ilshenar will spawn as a Paragon of its kind. Paragon creatures are intended to enhance play for the Ilshenar facet. They are to provide a challenge to player characters who wish to partake in high end PvM. These creatures will test the mettle of player characters, and the more powerful creature templates are intended to require an adventuring group to battle. For comparison purposes, consider paragon creatures to be mini-champions of evil. In any case, an Ilshenar Champion of Evil will not spawn as a Paragon.
* Rather than greatly increasing damage output for paragons, they have been given buffs in their speed, regenerative capabilities, and hit points.
* Whenever a creature in Ilshenar spawns as a paragon, it is granted the following enhancements:
* Adds (Paragon) as the creatureÂ’s job title
* Hues the creature gold
* Removes the ability to tame the creature
* Adds daemon target switching AI to creature
* Increases poison hit strength by one if it has a poison attack (no greater than 5)
* Multiplies creatureÂ’s maximum hit points by 5
* Increases strength by 5%, intelligence and dexterity by 20%
* Increases all skills by 20%
* Modifies hit point, mana, and stamina base regeneration scaled based on the difficulty of the creature
* Modifies speed of creature
* Slightly increases the creatureÂ’s natural weapon class
* Bumps up – or decreases if negative – fame and karma of creature by 40% (doesn’t bump up karma if karma is 0)
* Will possess extra loot scaled based on its fame level
* 10% chance that a paragon will spawn with a treasure chest equal to the treasure map level that it can possibly possess
o If it doesnÂ’t have a chance to possess a treasure map, then it doesnÂ’t spawn a treasure chest
o There are no guardians with these paragon treasure chests
o Each chest will come in four different chest types, 11 different hues including the default hue, 8 colored ingot hues, Luna bank chest hue, and Umbra bank chest hue, and will possess the description of ‘recovered from (paragon)’. For example: recovered from a dragon (paragon)
o These chests will contain about 20% of the loot normally found in current treasure chests of the appropriate difficulty level and will always possess a treasure map one level higher than the difficulty level of the chest
o Unless otherwise stated, these treasure chests will function as current treasure chests (i.e., theyÂ’ll be appropriately locked and trapped)
* Level 6 treasure chests will possibly spawn ancient wyrms, balrons, blood elementals, poison elementals, and titans. Level 6 treasure chests will always possess one minor artifact
Minor Artifacts:
* A lesser artifact is basically an item where its theme is visible through its name, hue, and properties, but isnÂ’t necessarily the best of the best. Therefore, these items should very rarely exceed the maximum intensities and should very rarely have multiple maximum intensities.
* Minor Artifacts will have a chance of spawning in each attackerÂ’s backpack after a paragon creature or a leviathan is slain. This chance is computed and scaled based upon its fame level. Furthermore, the luck value of each attacker will also influence his/her chance to acquire a minor artifact.

o There is a 1 in 40 chance that any message in a bottle becomes ‘an ancient SOS’ instead of ‘a waterstained sos’ when opened. Essentially, ‘an ancient SOS’ is a level 4 treasure chest that will always contain a new type of special fishing net called ‘a fabled fishing net’. When ‘a fabled fishing net’ is used deep in the sea, it will spawn a new sea creature called a leviathan. Like other special fishing nets, various sea creatures will also spawn, but in greater number. For comparative purposes, leviathans are equivalent to a paragon blood elemental in difficulty. Like with paragon creatures, possible minor artifact items may be rewarded to player characters who battle and defeat these legendary creatures. Along with typical loot, a leviathan always carries two kinds of ropes and a message in a bottle. It also has a 25% chance to carry a level 5 treasure map.

this may be the beginning of a dangerous period.
Since the birth of the LOCUST from the acts of Lord Dupre', there has been a strong growing alligence between the two races bound in HONOR.
Ver Lor Reg was built long ago by remnants of the LOCUST and while within all great civilizations and societies there always will be dissidents who wait for thier opportunity to exploit a situation to help thier position.
Followers of the defeated Gratagmalem still exist...thier distain for the alligence with Humans have been passed down through shadowy whispers between gargoyles who have felt oppressed or ignored.

what so many men, women and gargoyles of Honor have built for ages cannot be torn down by the act of a few or one...
but
can be put under threat and strife if actions are done in haste and judgments are made just to satisfy a shallow hunger or impatience.

Our treaty between Lord British and Draxinusom, King of the Gargoyles still stands and if the Gargoyles had a legitimate claim to try a criminal captured in thier kingdom....it should have been conducted within thier courts. Agreement though being made to transfer him to Yew....the decision to slay disagreeing gargoyle citizens....hmmm that decision will be in question for many days I fear.
On the UO U.Hall forum, Binky (Online Community Manager, All Things Ultima) made the following announcement regarding UXO:
Today, the decision was made to discontinue the production of Ultima X: Odyssey. This was done in order focus resources and talent on Ultima Online, the upcoming expansion, and an unannounced Ultima Online project.
“With Ultima Online thriving, and with plans for its future taking shape, we made the decision to focus all our resources on that game world,” said Anthony Castoro, producer of Ultima Online. “We look forward to making more exciting announcements about Ultima Online very soon.”

The Council of HONOR meeting, rescheduled from June 9,
was called to order at 12:30 p.m. Eastern time on June 13.
Council members in attendance were Emperor Logan,
Senator of War Steel DarKnight, Senator of Trades Rusty,
Senator of Espionage Cyric Rallathil, and Head of State
Kaatya. Pater Imperium Borg, Ancient Martok, and Ancient
Balandar also attended the meeting. There being four voting
members and the Emperor present, a quorum was declared.
The first Resolution to be considered had been submitted by
Emperor Logan.
PROPOSED RESOLUTION:
(Amendment to Codex, Article VI, Section 2, Paragraph ii)
The voting privilege will be extended to the Praetorian Prefect
only in instances where a quorum cannot be established due to
the absence of a Senator or the Head of State.
DISCUSSION:
Senator Steel stated that the Praetorian are charged with the
enforcement of guild standards and the Codex. Do we wish to
push "politics" onto the role of the Praetorian; this would create
a definite conflict of interest.
Pater Borg remarked that the Senator of War, the Senator of
Espionage, and Praetorian Prefect are advisors to the Emperor
in the WAR Oversight Committee. If the Praetorian Prefect had
the power to vote when the Council was considering a move to
WAR, it could lead to claims of war mongering. The Praetorian
are not politicians; they are the arm of policies that the Council
and Emperor need enforced.
Emperor Logan said that a few days ago, after reading a post
on this Resolution by the good Senator DarKnight, he realized
it was not applicable. The exact quote was "can't mix policing
with politics".
Kaatya commented that she felt the purpose of the Resolution
had been an attempt to solve the problem the Council had had
establishing a quorum in recent meetings; and suggested that
the Council continue to look for solutions, possibly considering
a reduction in the number of voting members from four to three.
Senator Cyric asked if absentee voting could be considered.
There being no further discussion, a vote was taken.
The Resolution failed three votes to one.

The second Resolution to be presented had been submitted by
Head of State Kaatya.
PROPOSED RESOLUTION:
(amendment to Codex, Article VI, Section 2, Paragraph ii)
The Emperor holds tie-breaking vote and has the power
to veto any Resolution. Such veto can be over-ridden by
a unanimous vote of the Council. Pater Imperium holds
absolute veto power which cannot be over-ridden.
Emperor Logan stated that since his early days as a Guardian,
this policy had always been in place. By error of omission, it
was not included in the most recent writing of the Codex. So,
if this is the case, he sees no need for a Resolution.
Kaatya advised that she submitted the Resolution because she
could not find veto powers included in the Codex. She withdrew
her Resolution based on the comments of the Emperor.
Pater Borg announced that he and the Ancients would scrutinize
the Codex to determine that nothing else was missing and would
advise the Council of any corrections that were needed.

There being no other Resolutions to be considered, the official
Council meeting was adjourned. All those in attendance remained
to discuss the application for guild membership recently submitted
by a former Guardian.
